<\/span>The Studies and Economic Media Center (SEMC), in collaboration with the Middle East Partnership Initiative (MEPI), has held a panel discussion on “the financial decentralization and power-sharing in the Federal State” in Aden governorate.<\/span><\/p>\n <\/span><\/span><\/i><\/b>At the opening ceremony of the function, which was attended by several local authority leaders , experts, and representatives from political parties, civil society organizations , and media outfits, Mustafa Nasser, SEMC’s Chairman, highlighted that the seminar is meant to spread awareness of the concepts of financial federalism and the experiences of other countries in terms of resource-sharing among the Union government and the regional governments.<\/span><\/p>\n The event also seeks to debate and cultivate the constitutional principles vision on fiscal federalism in Yemen, which will be submitted to the new constitution drafting committee, said Nassr.<\/span><\/p>\n He asserted that the engagement of regional leaders and experts in the said vision would go a long way towards adopting a federalism that best suits the Yemeni context and achieves development during the forthcoming phase.<\/span><\/p>\n For his part, Ameen Al-Maqtari, Deputy Minister of Local Administration, said that <\/span><\/span>the National Dialogue Conference’s (NDC) outcomes have cleared the way for reshaping the future pertaining to the form of the state, its authorities, the political system and the electoral code, among other issues.<\/span><\/p>\n <\/span><\/span>Maqtari urged all political forces to work towards the fulfillment of the transitional stage obligations, and <\/span><\/span>to contribute effectively to the building of the new federal Yemen.<\/span><\/p>\n He pointed out that the key task that should be fulfilled during the upcoming stage is writing an all-encompassing constitution that shall serve as a guide to the formulation of a new legislative system for the state, both at the central and local levels.<\/span><\/p>\n <\/span><\/span>Maqtari was all praise for SEMC for the genuine efforts it is still exerting to boost the public awareness of financial decentralization, noting that many talk about funds and the ways of distributing same between the federal state and regional governments.” All demonstrate their opinions; however, the world’s relevant experiences teach us a lot of things which we should properly utilize”.<\/span><\/p>\n Aden Deputy Governor, Mohammed Abd Rabu, stressed the importance of spreading awareness of financial federalism, being a new experience embraced by Yemen on the heels of the successful NDC.<\/span><\/p>\n <\/span><\/span>Deliberations were centered on the concepts of the federal state as well as the ways and means of financial resource distribution and sharing tax and natural resource revenues between the Union government and regional governments.<\/span><\/p>\n SEMC is a non-profit civil society outfit that works towards spreading awareness of economic and development issues, boosting transparency and good governance, promoting public participation in decision-making, and creating <\/span>professional media.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":" The Studies and Economic Media Center (SEMC), in collaboration with the Middle East Partnership Initiative (MEPI), has held a panel discussion on “the financial decentralization and power-sharing in the Federal State” in Aden governorate.
